The Terrawatt Shield Generator is my little contribution to Ambrosia Software's Escape Velocity.  This plug-in allows you to purchase the TW Shield Generator at Tech Level 5 planets.  It adds 500 units to your shield capacity and should put you on more of an even keel with a Confederation Cruiser should you decide to go toe to toe.
